Beltrami County District Court

The Beltrami County District Court is part of the 9th Judicial District, which spans a large portion of northern Minnesota. Beltrami County is one of the largest counties in the state by land area, and the court in Bemidji handles all traffic matters filed here. Court Administrator Krista Smith leads administrative operations at the Judicial Center.

The Judicial Center is at 600 Minnesota Avenue NW, Suite 108 in Bemidji. Phone is (218) 888-5060. The fax line is (218) 364-8394. Office hours are Monday through Friday from 8:00 a.m. to 4:30 p.m. Free surface lot and on-street parking are both available near the building. If you plan to come in, arrive before 4:30 p.m. on a weekday.

Beltrami County does not have hearing officers. That means if you want to contest a citation rather than pay it, you must call the court directly to request a court date before a judge. Do not wait on this. The 30-day window from your citation date closes fast, and missing it can lead to a default judgment against you.

Searching Traffic Records in Beltrami County

Minnesota Courts Records Online -- known as MCRO -- is the state's free tool for looking up court case information. You can search by name, case number, or citation number at no cost. Reach it at publicaccess.courts.state.mn.us. The system covers all 87 Minnesota counties, including Beltrami, and updates hourly during business hours.

There is one key limit to know before you search. Pre-conviction traffic cases are not visible in MCRO. If you received a citation recently and the case is still open and unresolved, it will not show up in an online search. For pending case information, you need to call the Beltrami County court at (218) 888-5060 or stop in during business hours. Once a case is resolved -- paid, dismissed, or decided by a judge -- it becomes public record and shows up in MCRO.

Public access computers are available at the courthouse if you want to search on-site. If you need certified copies of records -- for legal proceedings, insurance, or other official purposes -- you have to submit a request through the clerk's office. MCRO is a read-only tool. You can search and view case info, but you cannot pay fines or file documents through it.

Paying Traffic Fines in Beltrami County

If you received a payable traffic citation in Beltrami County, you have four ways to handle it: online, by phone, by mail, or in person. Online payments go through webpay.courts.state.mn.us. A $2.34 convenience fee applies. You must wait at least 7 days after your citation date before the portal will accept payment -- this gives the court time to enter the ticket into the database.

To pay by phone, call the Court Payment Center at (651) 281-3219 in the metro area or toll-free at (800) 657-3611. The same $2.34 fee applies by phone. For mail, write a check or money order and send it to: Minnesota Court Payment Center, P.O. Box 898, Willmar, MN 56201. Always write your citation number on the check so payment goes to the right case. In person, go to the Judicial Center at 600 Minnesota Avenue NW, Suite 108 during regular business hours.

You have 30 days from the citation date to respond. Paying the fine closes the case but is treated as a guilty plea. If your citation was for no proof of insurance, do not pay online -- fax proof of insurance to 320-231-6507 first, then contact the court about next steps. Missing the 30-day window can result in a default judgment.

What to Do After a Traffic Citation in Beltrami County

When you get a traffic ticket in Beltrami County, three main paths are open to you: pay the fine, contest the citation, or -- if the ticket was for no insurance -- submit proof of coverage first. Paying is the simplest option for minor violations. It closes the case. But it counts as a guilty plea and goes on your record. If you want to fight the ticket, you need to contact the court before the 30-day deadline to get a court date scheduled.

Beltrami County has no hearing officers. In some metro-area counties, drivers can meet with a hearing officer before going to court -- but that option does not exist in Beltrami. If you contest a citation here, your case goes straight before a judge. It is worth thinking through your decision carefully. You can also call the statewide self-help line at (651) 435-6535, available Monday through Friday, 8:30 a.m. to 4:00 p.m., for general guidance on your options.

Most traffic violations in Minnesota are petty misdemeanors. Under Minnesota Statute 169.89, petty misdemeanor fines top out at $300. Reckless driving is a different matter -- it is a misdemeanor under Minnesota Statute 169.13, carrying fines up to $1,000 and possible jail time up to 90 days.

Traffic Violations and License Consequences

Minnesota sets speed limits under Minnesota Statute 169.14: 30 mph in urban areas, 55 mph on most state roads, 65 mph on expressways, and 70 mph on rural interstates. If you reach or exceed 100 mph, the state automatically revokes your license for 6 months -- apart from any fine imposed by the court. Beltrami County includes U.S. Highway 2 and other state routes where speed violations are common.

Minnesota does not use a points system. Instead, the state tracks the number of traffic convictions within set time windows. Four convictions in 12 months brings a 30-day license suspension. Five convictions in 12 months means 90 days. Eight or more convictions in 24 months results in a 1-year revocation. Texting while driving is a primary offense under Minnesota Statute 169.475 -- police can pull you over for it alone, with no other violation needed. Fines run about $135 to $140. Seat belt violations are also primary under Minnesota Statute 169.686.

Driving without a valid license is a separate offense under Minnesota Statute 171.24 and can carry more serious penalties than a standard moving violation. If you need a copy of your driving record, the Department of Vehicle Services charges $9 for a non-certified copy. Request it using form PS2502 through the DVS records request page.
