Polk County District Court
The Polk County District Court operates within the 9th Judicial District, which covers a wide area in northern and northwest Minnesota. The court processes all traffic cases for Polk County, from basic payable citations to contested matters heard before a judge. Court Administrator Kathy Narlock oversees the court's administrative operations.
The court calendar is posted each business day at 7:00 a.m. and updates hourly throughout the day. A case showing on the calendar means a hearing is scheduled for that date. Searching Traffic Records in Polk County
Minnesota Courts Records Online, known as MCRO, is the free public tool for looking up court case data in Minnesota. You can search by name, case number, or citation number. The system covers all counties in the state, including Polk. Access it at publicaccess.courts.state.mn.us -- no account or login is needed.
The key limit of MCRO is that pre-conviction cases are not included. That means if your citation is still open and unresolved, you will not find it online. To get information on a pending case, call the Polk County courthouse at (218) 281-2332 or come in during business hours. Post-conviction records are online and the system refreshes hourly during court hours.
In-person access to records is also available at the courthouse, where public terminals let you search the system on-site. For certified copies, you need to go through the court clerk. MCRO is a viewing tool only -- you cannot file documents or make payments through it.

Paying Traffic Fines in Polk County
Traffic fines in Polk County can be paid online, by phone, by mail, or in person. The online payment portal is at webpay.courts.state.mn.us. Online and phone payments both carry a $2.34 convenience fee. You need to wait at least 7 days after your citation date before you can pay online, since it takes time for the ticket to be entered into the system.
By phone, call the Court Payment Center at (651) 281-3219 in the metro area or (800) 657-3611 toll-free. To pay by mail, send a check or money order to: Court Payment Center, P.O. Box 898, Willmar, MN 56201. Include your citation number on the check so the payment is applied to the right case. In-person payments are accepted at the Crookston courthouse during regular business hours.
You have 30 days from your citation date to respond. Either pay the fine or contact the court to contest it within that window. Missing the deadline can result in a default judgment. If your citation was for lack of insurance, do not pay online -- fax proof of insurance to 320-231-6507 first and then follow up with court staff about what to do next.

Save your confirmation number after paying online or by phone so you can verify the payment if needed.
Your Options After Getting a Citation in Polk County
A traffic ticket in Polk County gives you three basic paths. You can pay the fine, which is a guilty plea and closes the case. You can contest the citation and have a hearing before a judge. Or, if the ticket was for no insurance, you can provide proof of coverage and then work out next steps with the court.
Polk County does not have hearing officers. If you contest a citation, it goes directly before a judge -- there is no informal pre-hearing step here. Contact the court before your 30-day deadline to set a hearing date. Under Minnesota Statute 169.89, a petty misdemeanor fine can reach up to $300. Reckless driving and other serious violations can qualify as misdemeanors, which carry higher penalties including possible jail time.
The statewide self-help line at (651) 435-6535 is available Monday through Friday, 8:30 a.m. to 4:00 p.m. Staff can walk you through the process and explain your options, though they are not able to give legal advice.

Traffic Violations and Penalties
Most traffic citations in Minnesota are petty misdemeanors. Speeding, failure to yield, and other common violations fall into this group. Minnesota Statute 169.14 sets speed limits at 30 mph in urban districts, 55 mph on most roads, 65 mph on expressways, and 70 mph on rural interstates. Reaching 100 mph or more on any road triggers an automatic 6-month license revocation.
Texting while driving is a primary offense under Minnesota Statute 169.475, meaning an officer can pull you over for it with no other reason needed. Fines run approximately $135 to $140. Seat belt violations are also a primary offense under Minnesota Statute 169.686. Reckless driving is a misdemeanor under Minnesota Statute 169.13, with fines up to $1,000 and possible jail time of up to 90 days.
Minnesota tracks convictions rather than using a points system. Four offenses in 12 months leads to a 30-day license suspension. Five triggers 90 days. Eight or more within 24 months means a 1-year suspension. For a copy of your driving record, visit the DVS records request page. A non-certified copy costs $9 using form PS2502.
