Searching Traffic Records in Roseau County
Minnesota Courts Records Online, or MCRO, is the free public tool for looking up court case data across all Minnesota counties, including Roseau. You can search by name, case number, or citation number. Go to publicaccess.courts.state.mn.us to start your search. The system is available at no cost and does not require you to create an account.
One key limit applies. Pre-conviction cases -- those not yet resolved -- are not shown in MCRO. If you got a citation and no court date has passed yet, your case will not appear online. For pending case information, call the Roseau courthouse at (218) 463-2541 or stop in during business hours. Post-conviction records are available online and the system updates hourly during the day.
If you need certified copies of records, you must request them in person or by mail through the court clerk. MCRO is read-only; you cannot file documents or pay fines through it. For certified records, contact the Roseau County clerk's office directly.

Paying Traffic Fines in Roseau County
If you received a payable traffic citation in Roseau County, you can pay online, by phone, by mail, or in person. Online payments go through the state portal at webpay.courts.state.mn.us. There is a $2.34 convenience fee for online and phone payments. Wait at least 7 days after your citation date before trying to pay online, since the ticket needs time to be entered into the court system first.
To pay by phone, call the Court Payment Center at (651) 281-3219 (metro) or (800) 657-3611 (toll-free). Both lines handle traffic citation payments for all Minnesota counties. Mail payments should go to: Court Payment Center, P.O. Box 898, Willmar, MN 56201. Write your citation number on the check so the payment gets applied to the right case.
You have 30 days from the date of your citation to respond. Respond means either paying or telling the court you want to contest it. Missing that window can lead to a default judgment and further problems. If your citation was for no proof of insurance, do not pay online; submit proof of insurance to the court first by fax at 320-231-6507, then follow up with court staff.

Traffic Violations and Penalties
Minnesota sets speed limits under Minnesota Statute 169.14: 30 mph in urban districts, 55 mph on most rural roads, 65 mph on expressways, and 70 mph on rural interstates. Driving at 100 mph or faster triggers an automatic 6-month license revocation. Roseau County roads include both U.S. highways and county routes where speed enforcement is active year-round.
Texting while driving is a primary offense under Minnesota Statute 169.475. Officers can stop you for it without needing another reason. The fine is roughly $135 to $140. Seat belt violations are also a primary offense under Minnesota Statute 169.686. Both of these are things officers watch for regularly.
Minnesota does not use a points system. The state tracks the number of convictions instead. Four offenses in 12 months brings a 30-day license suspension. Five in 12 months brings 90 days. Eight or more in 24 months means a 1-year suspension. If you need a copy of your driving record, the Department of Vehicle Services charges $9 for a non-certified copy. Request it using form PS2502 through the DVS records request page.
