Pennington County District Court

The Pennington County District Court is part of the 9th Judicial District, which covers northwestern Minnesota. All traffic cases filed in Pennington County -- whether on U.S. Highway 59, State Highway 32, or a county road -- go through the Pennington County Justice Center in Thief River Falls. That building is where citations are entered, hearings are scheduled, and court records are kept.

Court Administrator Kathy Narlock oversees operations at this location. The court window is open weekdays from 8:00 a.m. to 4:30 p.m. If you need to talk to someone about a citation or upcoming hearing, those are the hours to call or stop in. Parking at the Justice Center is free, with surface lot spaces and on-street options nearby. Getting there is easy, and you won't need to worry about finding a meter.

Pennington County does not use hearing officers. If you want to fight a citation, you go before a district court judge. Call the court at (218) 683-7022 to set a hearing date. Do this within 30 days of receiving your ticket -- letting that window pass without action can lead to a default judgment. Have your citation number ready when you call to make the process faster.

Searching Traffic Records in Pennington County

Minnesota Courts Records Online -- MCRO -- is the free statewide tool for looking up court records. You can search Pennington County traffic cases by name, case number, or citation number at publicaccess.courts.state.mn.us. No account or login is needed. The system covers all 87 Minnesota counties, Pennington included.

One key limitation: pre-conviction cases do not show up in MCRO. If your citation is still open and no judgment has been entered, it will not appear in an online search. For status on a pending case, call the courthouse at (218) 683-7022. Once a case is resolved, the record becomes part of the public database and searchable through MCRO. The system updates regularly during business hours.

Certified copies of traffic records must be requested through the court clerk, either in person or by mail. The courthouse also has public-access computers where you can search records on-site for free. MCRO is read-only -- you can look records up but cannot pay fines or submit filings through it.

Paying Traffic Fines in Pennington County

Pennington County traffic fines can be paid online, by phone, by mail, or in person at the courthouse. The online payment portal is webpay.courts.state.mn.us. A $2.34 convenience fee applies to online and phone payments. Wait at least 7 days after the ticket date before trying to pay online -- the court system needs time to enter the citation first.

Phone payments go through (651) 281-3219 in the metro area or (800) 657-3611 toll-free. If you prefer mail, send a check or money order payable to the court to: Court Payment Center, P.O. Box 898, Willmar, MN 56201. Write your citation number on the payment so it gets matched to your case. In-person payments are accepted at the Thief River Falls courthouse during normal business hours. No convenience fee applies when you pay in person.

The 30-day rule applies to every traffic citation in Minnesota. You must pay or contact the court within 30 days of getting the ticket. Missing that window can trigger additional penalties or a default judgment against you. If your citation was for driving without proof of insurance, call the court before paying -- you may need to submit proof of coverage first. The fax number for insurance proof is (320) 231-6507.

Traffic Laws and Penalties in Minnesota

Minnesota sorts traffic violations by how serious they are. Common citations like moderate speeding, failure to yield, or rolling a stop sign are petty misdemeanors with fines up to $300. Minnesota Statute 169.14 sets speed limits at 30 mph in urban areas, 55 mph on most roads, 65 mph on expressways, and 70 mph on rural interstates. Speeds at or above 100 mph trigger a mandatory 6-month license revocation regardless of other circumstances.

Texting while driving is a primary offense under Minnesota Statute 169.475. Officers can pull you over for it without needing another reason to stop you. Fines run roughly $135 to $140. Seat belt violations are also primary offenses under Minnesota Statute 169.686.

Minnesota does not track driving violations with a points system. The state counts convictions directly. Four convictions in 12 months leads to a 30-day suspension. Five in 12 months means 90 days off the road. Eight or more convictions in any 24-month period can bring a 1-year suspension. To get a copy of your driving record, the Department of Vehicle Services charges $9 for a non-certified copy. Submit form PS2502 through the DVS records request page.
