Dakota County District Court Locations

The Dakota County District Court is part of the 1st Judicial District, which covers Carver, Dakota, Goodhue, Le Sueur, McLeod, Scott, and Sibley counties. Court Administrator Maria King oversees court operations in Dakota County. Because of the county's large population and geographic spread, the court maintains three locations to serve residents.

The main courthouse is the Dakota County Judicial Center in Hastings, which is the primary hub for all court matters. The Western Service Center in Apple Valley serves the western portion of the county and handles cases from communities like Burnsville, Apple Valley, and Eagan. The Northern Service Center in West St. Paul serves the northern part of the county, including West St. Paul, South St. Paul, and Mendota Heights.

Hearing Officers in Dakota County

Dakota County is one of only seven Minnesota counties that offer hearing officers for traffic matters. The other six are Anoka, Carver, Hennepin, Ramsey, Scott, and Washington. Hearing officers are trained legal professionals who handle routine traffic cases without a full district court judge. The process is generally faster and more accessible than a traditional court hearing.

When you contest a traffic citation in Dakota County, you may request a hearing officer instead of going straight to a judge. The hearing is still formal, but it tends to move more quickly. If you are not satisfied with the hearing officer's decision, you have the right to request a review by a district court judge.

Not all violations are eligible for the hearing officer process. Serious charges -- reckless driving, gross misdemeanors -- typically go directly before a judge. Paying Traffic Fines in Dakota County

Dakota County traffic fines are paid through the statewide Minnesota Court Payment Center. Online payments go through webpay.courts.state.mn.us. You need your case number or citation number. A $2.34 convenience fee applies. Allow 7 days for the payment to post in the system.

By phone, call (651) 281-3219 in the metro or (800) 657-3611 toll-free. The same $2.34 fee applies. To mail a payment, send a check or money order to: Court Payment Center, P.O. Box 898, Willmar, MN 56201. Write your case number on the check. No convenience fee for mail payments.

In person, you can pay at any of the three Dakota County court locations. For residents of Apple Valley, Eagan, Burnsville, and Lakeville, the Western Service Center may be more convenient than the main courthouse in Hastings. For residents of the northern communities, the Northern Service Center in West St. Paul is the closest option.

Traffic Violations and Penalties

Minnesota traffic violation levels are set under Minnesota Statute 169.89. Petty misdemeanors carry fines up to $300. Misdemeanors carry fines up to $1,000 and up to 90 days in jail. Gross misdemeanors carry fines up to $3,000 and up to one year in jail. Dakota County sits south of the Twin Cities with high traffic volume on Interstate 35E, Interstate 35W, Highway 77, and County Road 42. Speed violations on these corridors are among the most common cases in the county court.

Speed limits are governed by Minnesota Statute 169.14: 30 mph in urban areas, 55 mph on most rural roads, 65 mph on expressways, and 70 mph on rural interstates. Driving 100 mph or faster results in an automatic 6-month license revocation. Texting while driving is a primary offense under Minnesota Statute 169.475, with first-offense fines around $135 to $140. Reckless driving is a misdemeanor under Minnesota Statute 169.13. Seat belt violations fall under Minnesota Statute 169.686. School zone and work zone violations carry additional surcharges.

Driver Records in Minnesota

Minnesota does not use a points system. The state tracks how many traffic convictions you accumulate within set time periods. Four convictions in 12 months leads to a 30-day suspension. Five in 12 months means a 90-day suspension. Eight or more within 24 months results in a 1-year suspension. Dakota County convictions count toward these statewide totals.
