Eagan Overview
Dakota County District Court
Eagan is one of the largest cities in Dakota County, and all traffic citations from the city go through Dakota County District Court. The main courthouse is in Hastings, which is the county seat. Dakota County runs three court locations, so Eagan residents may have more convenient options depending on the type of hearing. The Western Service Center in Apple Valley and the Northern Service Center in West St. Paul are both closer to Eagan than the Hastings courthouse.
Dakota County has hearing officers available for traffic matters. This is an important option if you want to resolve your case without going to a full judge hearing. A hearing officer can review your citation informally, talk through the facts, and potentially reduce your fine, offer a payment plan, or give you a continuance that could lead to dismissal if you stay violation-free. To schedule a hearing officer appointment, call (651) 281-3219.
Hearing officers handle minor traffic violations. If your citation involves a more serious charge -- like reckless driving or an offense that could affect your commercial license -- you will appear before a judge at the Hastings courthouse. For that type of case, it is worth speaking with a lawyer before your court date.

Searching Eagan Traffic Court Records
The Minnesota Courts Records Online system -- MCRO -- is available free at publicaccess.courts.state.mn.us. You can search by name, case number, or citation number. For Eagan cases, you are searching Dakota County records. MCRO shows party names, case type, docket entries, and the current status of any post-conviction case. The system covers all Minnesota counties.
Pre-conviction cases are not available through MCRO. If your Eagan citation is still unresolved, it will not show up in the online system. To check the status of a pending case, call Dakota County District Court at (651) 377-7180. You can also go to any of the three Dakota County court locations in person during business hours. Court staff can look up pending cases by citation number or by name.
MCRO updates every hour during business hours. The system is read-only -- you cannot file documents or pay fines through it. To get a certified copy of a case record, contact the Dakota County Court Administrator directly. There is typically a per-page fee for copies, which the court can confirm when you call.

Paying Traffic Fines for Eagan Citations
Eagan citations can be paid online, by phone, by mail, or in person at a Dakota County court location. Online payments go through webpay.courts.state.mn.us. A $2.34 convenience fee applies to online and phone transactions. Wait at least 7 days after your citation date before trying to pay online -- the ticket needs to be entered into the court system before the payment portal can find it.
For phone payments, call the Court Payment Center at (651) 281-3219 or toll-free (800) 657-3611. These lines are open for traffic citation payments from all Minnesota counties. To pay by mail, send a check or money order to: Court Payment Center, P.O. Box 898, Willmar, MN 56201. Include your citation number on the check so the payment is matched to the right case. For in-person payment, the Western Service Center in Apple Valley is the most convenient Dakota County location for Eagan residents.
You have 30 days from the citation date to respond. Pay the fine or contact the court to contest before the deadline. A missed deadline can result in a default judgment and additional consequences. If your ticket was for no proof of insurance, fax proof of coverage to 320-231-6507 before paying, and then call the court about what happens next.

Keep your payment confirmation number after any online or phone transaction.
Contesting a Citation in Eagan
Dakota County gives you two paths if you want to dispute a citation: hearing officers or a judge hearing. Hearing officers are the easier first step. You schedule an appointment by calling (651) 281-3219. The hearing officer meets with you informally, reviews your citation, and can reduce the fine, set up a payment plan, or offer a continuance. You do not need a lawyer for a hearing officer meeting, and it does not involve a formal trial.
If you and the hearing officer cannot reach an agreement -- or if your charge is serious enough that it skips straight to court -- you will appear before a judge at the Dakota County Courthouse in Hastings or at a service center location. Petty misdemeanors carry fines up to $300 under Minnesota Statute 169.89. Reckless driving is a misdemeanor under Minnesota Statute 169.13, which can mean up to $1,000 in fines and 90 days in jail.
If you want to understand your options before doing anything, the statewide self-help line at (651) 435-6535 is available Monday through Friday, 8:30 a.m. to 4:00 p.m. Staff there do not provide legal advice but can walk you through the process. The traffic help page at mncourts.gov/help-topics/traffic-issues is another solid starting point.
Note: Dakota County has hearing officers available. Call (651) 281-3219 to schedule an informal review before your 30-day deadline.
Traffic Laws and Penalties in Minnesota
Minnesota Statute 169.14 sets speed limits across the state: 30 mph in urban areas, 55 mph on most roads, 65 mph on expressways, and 70 mph on rural interstates. Driving at 100 mph or faster is an automatic 6-month license revocation. Eagan has both urban streets and major highway corridors, so speed limits shift quickly in different parts of the city.
Texting while driving is a primary offense under Minnesota Statute 169.475. Officers can pull you over for it with no other violation needed. Fines are typically $135 to $140. Seat belt use is required for all occupants under Minnesota Statute 169.686. Violations are a primary offense as well.
Minnesota tracks traffic convictions rather than using a points system. Four convictions in 12 months means a 30-day suspension. Five means 90 days. Eight or more in 24 months results in a 1-year suspension. Need your driving record? The DVS charges $9 for a non-certified copy. Use the DVS records request page or request form PS2502.
