Steele County District Court

The Steele County District Court is part of the 3rd Judicial District, which covers south-central Minnesota. All traffic cases from across Steele County go through the Owatonna courthouse. Interstate 35 passes through the county, so the court sees a regular flow of traffic citations from highway enforcement as well as from county roads and city streets in and around Owatonna.

The Steele County Courthouse publishes its court calendar starting at 7:00 a.m. each business day. The calendar is updated hourly throughout the day. Searching Traffic Records in Steele County

Minnesota Courts Records Online -- MCRO -- is the free statewide tool for looking up court records. Paying Traffic Fines in Steele County

Steele County traffic fines can be paid online, by phone, by mail, or in person. The online payment portal is at webpay.courts.state.mn.us. A $2.34 convenience fee applies to online and phone payments. Wait at least 7 days after the citation date before trying to pay online -- the court needs time to enter the ticket into the system first.

To pay by phone, call (651) 281-3219 in the metro area or (800) 657-3611 toll-free. For mail payments, send a check or money order payable to the court to: Court Payment Center, P.O. Box 898, Willmar, MN 56201. Write your citation number on the check so the payment goes to the right case. In-person payments are accepted at the Owatonna courthouse during regular business hours -- no convenience fee at the window.

The 30-day deadline applies to all traffic citations in Minnesota. You must pay or contact the court to arrange a hearing within 30 days of the citation date. Missing that deadline can lead to a default judgment and extra costs. Contesting a Citation in Steele County

Traffic Laws and Penalties in Minnesota

Minnesota puts traffic violations into categories by how serious they are. Common citations -- moderate speeding, improper lane change, failure to yield -- are petty misdemeanors with fines up to $300. Minnesota Statute 169.14 sets speed limits at 30 mph in urban areas, 55 mph on most roads, 65 mph on expressways, and 70 mph on rural interstates. Driving at 100 mph or more triggers an automatic 6-month license revocation.

Texting while driving is a primary offense under Minnesota Statute 169.475. Officers can pull you over for it alone. The fine is around $135 to $140. Seat belt violations are also primary offenses under Minnesota Statute 169.686.

Minnesota does not use a point system. The state tracks conviction counts. Four in 12 months means a 30-day suspension. Five in 12 months is a 90-day suspension. Eight or more in any 24-month period can bring a 1-year suspension. To get a copy of your driving record, the Department of Vehicle Services charges $9 for a non-certified copy. Use form PS2502 and submit it through the DVS records request page.
