Minnetonka Overview
Hennepin County District Court
Minnetonka is in Hennepin County, and traffic cases from the city are processed through Hennepin County District Court. The main courthouse is the Hennepin County Government Center at 300 S 6th Street in downtown Minneapolis. That is the central location for contested hearings, certified records, and formal court matters. For Minnetonka residents, however, the Ridgedale Regional Service Center at 12601 Ridgedale Drive in Minnetonka is the more convenient option for many court-related tasks -- call ahead to confirm what services are available there for traffic matters.
Hennepin County offers both a Violations Bureau and hearing officers for traffic cases. The Violations Bureau allows you to resolve payable citations quickly. Hearing officers handle contested traffic matters informally before a judge ever gets involved. They can reduce your fine, set up a payment plan, or offer a continuance that may lead to dismissal. To schedule a hearing officer appointment, call (651) 281-3219 or check the Hennepin County court website for scheduling options.
If there is an active warrant on a traffic case, the Hennepin County Warrant Helpline at (612) 540-6485 can explain your options. Warrants can be addressed proactively -- calling the helpline is a better first step than waiting for the issue to escalate.

Searching Minnetonka Traffic Court Records
The Minnesota Courts Records Online system -- MCRO -- is the state's free public tool for looking up court case records. It is available at publicaccess.courts.state.mn.us. Minnetonka cases appear under Hennepin County in the system. You can search by name, case number, or citation number. MCRO shows party names, case type, docket entries, and current status for post-conviction records.
One important limit applies. Pre-conviction cases -- those that have not yet been decided -- are not in MCRO. If your Minnetonka citation is still open, you will not find it in the online system. For pending case information, call Hennepin County District Court at (612) 348-6000, or visit a court location in person during business hours. Public access computers at the courthouse also allow on-site record searches.
MCRO is read-only. You cannot submit documents or pay fines through it. For certified copies of records, contact the Hennepin County Court Administrator. The system updates hourly during business hours, so a recently closed case may take a day or two to appear in the search results.

Paying Traffic Fines for Minnetonka Citations
If you received a payable citation in Minnetonka, you can pay online, by phone, by mail, or in person. Online payments go through webpay.courts.state.mn.us. A $2.34 convenience fee applies to online and phone payments. Wait at least 7 days after the citation date before trying to pay online -- the ticket has to be entered into the court database first.
By phone, call (651) 281-3219 or toll-free (800) 657-3611. These are the Court Payment Center lines that handle traffic citation payments from all Minnesota counties. To pay by mail, send a check or money order to: Court Payment Center, P.O. Box 898, Willmar, MN 56201. Write your citation number on the check so it gets applied to the right case. For in-person payment, the Ridgedale Regional Service Center in Minnetonka or the Hennepin County Government Center in Minneapolis are both options -- call ahead to confirm which one handles payments.
You have 30 days from the citation date to respond. Pay or contest before that deadline. If you let it pass without acting, you risk a default judgment and possible license suspension. If your ticket was for no proof of insurance, do not pay online first -- fax proof of coverage to 320-231-6507 and then speak with court staff about what comes next.

Contesting a Citation in Minnetonka
If you want to dispute a Minnetonka traffic citation, Hennepin County's hearing officers are the first option to consider. You schedule an appointment by calling (651) 281-3219. The hearing officer reviews your citation in an informal meeting and can offer a fine reduction, a payment plan, or a continuance. A continuance holds your case open for a period -- stay violation-free and the case may be dismissed without going to a judge. This option is not available in many Minnesota counties, so it is a real advantage in Hennepin County.
If the hearing officer process does not resolve things, or if your case involves a more serious charge, you will go before a judge at the Hennepin County Government Center in Minneapolis. Petty misdemeanor violations carry fines up to $300 under Minnesota Statute 169.89. Reckless driving is a misdemeanor under Minnesota Statute 169.13, which can mean fines up to $1,000 and up to 90 days in jail.
For questions about what to do, the statewide self-help line at (651) 435-6535 is available Monday through Friday, 8:30 a.m. to 4:00 p.m. The traffic help page at mncourts.gov/help-topics/traffic-issues covers the full process from citation to resolution.
Note: Hennepin County has hearing officers. Call (651) 281-3219 to schedule before your 30-day deadline. For warrant issues, call (612) 540-6485.
Traffic Laws and Penalties in Minnesota
Speed limits across Minnesota are governed by Minnesota Statute 169.14: 30 mph in urban areas, 55 mph on most roads, 65 mph on expressways, and 70 mph on rural interstates. Hitting 100 mph or above triggers a mandatory 6-month license revocation. Minnetonka straddles both major highway corridors and residential zones, so speed limits can shift rapidly depending on where you are driving.
Texting while driving is a primary offense under Minnesota Statute 169.475. Officers do not need any other reason to pull you over for it. Fines are typically $135 to $140. Seat belt violations are also a primary offense under Minnesota Statute 169.686, and all occupants in the vehicle must be buckled.
Minnesota uses a conviction count system, not points. Four convictions in 12 months: 30-day suspension. Five in 12 months: 90 days. Eight or more in 24 months: a full year off the road. Driving records from the DVS cost $9 for a non-certified copy. Use the DVS records request page to get yours.
