Searching Traffic Records in Winona County

MCRO -- Minnesota Courts Records Online -- is the free public tool for searching court case data statewide. You can look up cases by name, case number, or citation number. The system covers post-conviction cases from all 87 Minnesota counties, including Winona. Access it at publicaccess.courts.state.mn.us. No fee or login is required.

The important limit: pre-conviction cases are not available through MCRO. If your citation is recent and still open, the online search will not return it. Paying Traffic Fines in Winona County

If your Winona County citation is payable, you can pay online, by phone, by mail, or in person at the courthouse. Online payments go through webpay.courts.state.mn.us. There is a $2.34 convenience fee for online and phone payments. You need to wait at least 7 days after the citation date before paying online -- the ticket needs to be entered into the court system first.

By phone, call the Court Payment Center at (651) 281-3219 (metro) or (800) 657-3611 (toll-free). For mail payments, send a check or money order to: Court Payment Center, P.O. Box 898, Willmar, MN 56201. Include your citation number on the check so it gets credited to the right case. In-person payments are accepted at the Winona County Courthouse during regular hours. Remember the Wednesday start time is 9:00 a.m., not 8:00 a.m.

You have 30 days from the citation date to respond. Either pay the fine or contact the court to contest it within that window. Missing the deadline can result in a default judgment and further consequences. If your citation was for no proof of insurance, do not pay online. Send proof of coverage to the court first (fax to 320-231-6507) and then follow up with court staff.

Your Options After Getting a Citation

After a traffic ticket in Winona County, you can pay the fine, contest the citation, or submit proof of insurance if that was the charge. Paying closes the case quickly and is the most common choice for minor violations. Traffic Laws and Penalties in Minnesota

Speeding, lane violations, and other common citations in Winona County are petty misdemeanors with fines up to $300. Minnesota Statute 169.14 sets speed limits at 30 mph in urban areas, 55 mph on most roads, 65 mph on expressways, and 70 mph on rural interstates. Driving 100 mph or faster leads to an automatic 6-month license revocation on top of any fine.

Texting while driving is a primary offense under Minnesota Statute 169.475. An officer can stop you solely for using your phone while driving. The fine is around $135-$140. Seat belt violations are also primary under Minnesota Statute 169.686. Reckless driving under Minnesota Statute 169.13 is a misdemeanor carrying up to $1,000 in fines and 90 days in jail.

Minnesota does not use a points system on driving records. The state counts convictions instead. Four offenses within 12 months brings a 30-day suspension. Five in 12 months means 90 days.
