Carlton County District Court

Carlton County is part of the 6th Judicial District, which serves Carlton, Cook, Itasca, Koochiching, Lake, and St. Louis counties in northeastern Minnesota. The 6th District covers a large forested region stretching toward the Canadian border. Interim Court Administrator Kathy McFarlane currently oversees operations at the Carlton County Justice Center. Hours are Monday through Friday from 8:00 a.m. to 4:30 p.m. Enter through the main door; court administration is on the second floor. A public access computer is available on the second floor for anyone who wants to search court records during business hours without bringing their own device. Looking Up Carlton County Traffic Records

MCRO -- Minnesota Courts Records Online -- is the state's free public case search tool. Access it at publicaccess.courts.state.mn.us without creating an account. You can search by name, case number, or citation number. The system covers Carlton County and all other Minnesota courts, updating every hour during business hours.

Paying Traffic Fines in Carlton County

Carlton County traffic fines are paid through the statewide Court Payment Center system. Online payment is at webpay.courts.state.mn.us, available around the clock. A $2.34 convenience fee applies to online transactions. You must wait at least 7 days after your citation date before the portal will accept payment. This wait is standard statewide -- it gives the court time to enter the ticket into the system before payments can be processed.

Phone payment is at (651) 281-3219 (metro) or (800) 657-3611 (toll-free). The same $2.34 fee applies. For mail, send a check or money order to Court Payment Center, P.O. Box 898, Willmar, MN 56201. Write your citation number on the check. In-person payment at the Carlton County Justice Center is accepted Monday through Friday before 4:30 p.m. -- enter through the main door and go to the second floor.

You have 30 days from the date of your citation to respond. This covers paying and contesting. If your citation was for no proof of insurance, fax proof of coverage to 320-231-6507 before attempting any online payment. Always save your receipt or confirmation number after paying online or over the phone.

Texting while driving is a primary offense under Minnesota Statute 169.475, with fines around $135 to $140. Seat belt violations are primary too under Minnesota Statute 169.686. Minnesota does not use a points system -- it counts convictions. Four in 12 months means a 30-day suspension. Five means 90 days. Eight or more in 24 months means one full year. A non-certified driving record is $9 from the DVS using form PS2502.
