Stearns County District Court

St. Cloud is the county seat of Stearns County, so the courthouse is right in the city. The Stearns County Courthouse at 725 Courthouse Square handles all traffic cases filed within city limits. The 7th Judicial District covers a large swath of central Minnesota counties. Court staff can answer questions about case status, provide fee amounts, and tell you what to bring if you plan to visit in person.

Stearns County does not have hearing officers. That is different from some larger metro counties like Hennepin and Anoka. If you want to contest a citation in St. Cloud, you contact the court to set a court date before a judge. There is no informal pre-hearing option with a hearing officer here. Keep that in mind when deciding how to respond to your ticket. If you just want to pay and move on, you can do that without appearing in court.

Stearns County has a dedicated fine information page that lists common traffic violation fines. You can check it at stearnscountymn.gov/332/Fines-Tickets to get a sense of what your ticket may cost before you call the court. This can help you decide whether paying or contesting makes more sense for your situation.

Searching St. Cloud Traffic Court Records

Minnesota Courts Records Online -- MCRO -- is the free public search tool for court records across the state. Access it at publicaccess.courts.state.mn.us. You can search by name, case number, or citation number. For St. Cloud cases, search Stearns County records. MCRO shows party names, case type, docket entries, and case status for all post-conviction records.

One important limit applies here. Cases that have not yet been decided -- pre-conviction records -- are not available through MCRO. If your St. Cloud citation is still open, you will not find it in the online system. You need to call the courthouse at (320) 656-3620 for information on pending cases. Staff can check the status and tell you what is scheduled. In-person visits are also an option during business hours.

MCRO is a read-only system. You cannot pay fines or submit documents through it. It only shows you what is in the record. If you need a certified copy of a case file, you request it from the Stearns County Court Administrator. There may be a fee for copies, which you can confirm by calling the court.

Paying Traffic Fines for St. Cloud Citations

If you received a payable citation in St. Cloud, you can pay online, by phone, by mail, or in person at the Stearns County Courthouse. Online payments go through webpay.courts.state.mn.us. A $2.34 convenience fee applies to online and phone payments. You must wait at least 7 days after your citation date before the system accepts payment -- the ticket needs to be entered into the court database first.

For phone payments, call the Court Payment Center at (651) 281-3219 or toll-free (800) 657-3611. Both lines handle traffic citations statewide. To pay by mail, send a check or money order to: Court Payment Center, P.O. Box 898, Willmar, MN 56201. Write your citation number on the check so it gets applied to the right case. For in-person payment, go to the Stearns County Courthouse at 725 Courthouse Square before 4:30 p.m. on weekdays.

You have 30 days from the date on your citation to respond. If you miss the deadline without contacting the court, you could face a default judgment. That can mean a suspended license or additional fines. If your citation was for driving without insurance, do not pay the fine online. Fax proof of coverage to 320-231-6507 first and then speak with court staff about what happens next.

Contesting a Citation in St. Cloud

If you want to dispute a St. Cloud traffic ticket, you contact the Stearns County District Court to request a court date. Since Stearns County has no hearing officers, there is no pre-court informal review option. Your contest goes straight to a judge. That is worth thinking about when you decide whether it makes sense to fight a minor violation or just pay it.

Most traffic violations in Minnesota are petty misdemeanors. Under Minnesota Statute 169.89, a petty misdemeanor carries a fine of up to $300. More serious charges -- like reckless driving -- are misdemeanors under Minnesota Statute 169.13, with fines up to $1,000 and possible jail time. If you are unsure what your citation is for or what the consequences are, calling the court or the self-help line first is a good move.

The statewide self-help line is available at (651) 435-6535, Monday through Friday, 8:30 a.m. to 4:00 p.m. Staff can walk you through what the court expects and explain what each option means for your case. They cannot give legal advice, but they can answer procedural questions clearly. The traffic help page at mncourts.gov/help-topics/traffic-issues also covers the full range of options.

Note: Stearns County has no hearing officers. To contest a citation, call (320) 656-3620 to set a court date before your 30-day deadline.

Traffic Laws and Penalties in Minnesota

Speed limits in Minnesota are set by Minnesota Statute 169.14: 30 mph in urban areas, 55 mph on most roads, 65 mph on expressways, and 70 mph on rural interstates. Driving 100 mph or faster triggers an automatic 6-month license revocation. In a city like St. Cloud where urban and highway driving mix, speed limits vary quickly as you move between zones.

Texting while driving is a primary offense under Minnesota Statute 169.475. Officers can stop you solely for that. The typical fine is around $135 to $140. Seat belt violations are also a primary offense under Minnesota Statute 169.686 -- every occupant must be buckled.

Minnesota does not use a points system. The state tracks how many convictions you have. Four offenses in 12 months leads to a 30-day suspension. Five in 12 months means 90 days. Eight or more in 24 months results in a full year off the road. If you need a copy of your driving record, the Department of Vehicle Services provides one for $9 through the DVS records request page.
